Fogel, a 63-year-old history teacher from Pennsylvania, was arrested in August 2021 at Moscow’s Sheremetyevo Airport for possessing a small amount of medical marijuana prescribed to manage chronic back pain. His initial 14-year sentence in a high-security penal colony had drawn widespread outrage and calls for his release.
